Jinan's street lamp electricity bill in 2009 has reached 49 million yuan. And with the expansion of the road, the total number of street lamps will increase to 85,000 baht in 2010, and the lighting electricity expenditure is expected to reach 61 million yuan, and the total expenditure on urban landscape lighting will reach 100 million yuan.
In the province's promotion of energy-saving emission reduction and advocating low-carbon life, the Provincial Federation of Industry and Commerce's proposal on "Adopting high-tech products to promote urban energy-saving lighting" received wide attention from delegates and members.
Commissioner made a ban on incandescent lamps
In the proposal, the Provincial Federation of Industry and Commerce said that the electricity bill for Jinan in 2009 has reached 49 million yuan. And with the expansion of the road, the total number of street lamps will increase to 85,000 baht in 2010, and the lighting electricity expenditure is expected to reach 61 million yuan, and the total expenditure on urban landscape lighting will reach 100 million yuan.
The proposal proposes to actively promote energy-saving high-tech products in lighting in the city. Zhang Yanwei, a representative of the Provincial People's Congress and senior vice president of China Micro-Optical Electronics (Weifang), suggested in his proposal that the province would ban the production and sales of incandescent lamps within five years and replace them with LED high-tech energy-saving lamps.
Only 5% of the incandescent power is used for lighting, and all others are converted into heat. The 1 watt LED lamp can replace the 15 watt incandescent lamp and the 3 watt energy saving lamp, and the energy saving effect is revolutionary. Zhang Yanwei said.
LED lights do not save money?
The reporter learned that in 2008 and 2009, Jinan carried out road experiments on LED streetlights in sections such as Jida Road and Weiyi Road, but these road sections have all been replaced with high-pressure sodium lamps. The person in charge of the Jinan City Street Light Management Office said that the LED street lights have defects such as insufficient illumination, obvious light decay and short life. And for a LED lighter to be cheaper, it costs five or six thousand yuan, and it costs more than 10,000 yuan, while saving one kilowatt hour is equivalent to saving 0.7 yuan. Therefore, LED street light energy saving is not expensive.
Zhang Yanwei said: In recent years, the price of LED lamps has dropped from tens of thousands to five or six thousand yuan. Once mass production is carried out, the price will drop. Zhang Yanwei believes that the LED market is still not standardized, many companies havetily launched, because the technical level is not up to standard, the product has many defects. Government authorities should take measures to eliminate small workshop producers with quality inspections and improve the overall technical level of the industry.
A qualified LED street light can be used for more than 20 years in a six-hour day. It is more appropriate. Zhang Yanwei said.
Full promotion of LED lights has entered the policy line of sight
Zhang Jianhua, deputy of the National People's Congress and Mayor of Dongying, said in an interview that they have realized the super-energy-saving effect of LED lights. For this reason, we have introduced a special policy, and the people buy LED finance to get 50% subsidy.
The reporter learned that the province issued the "Several Policies on Promoting the Development of New Energy Industry" at the end of last year. It stipulates that the provincial government will implement a million-inch lighting project in public lighting, focusing on supporting and organizing the implementation of 60 photovoltaic and LED lighting demonstration projects to promote photovoltaic and LED combined lighting technology in urban roads, plazas, and urban communities. In the public lighting field, such as the new rural community, the province has promoted 1 million LED lamps and a capacity of 50,000 kilowatts in three years. For this reason, the provincial finance will provide special subsidy funds for LED promotion, and arrange 300 million yuan each year to support loan interest subsidies for major construction projects including new lighting industries such as LED lighting; and allocate 50 million yuan each year for new energy products such as LED lights. Promotion and application; subsidies of 5 yuan per watt on the solar photovoltaic and LED combined lighting demonstration projects. The widespread promotion of LED lights in the province is ready to go.
