As the global climate change and warming issues continue to be concerned by countries around the world and energy conservation is an international trend, the Taiwan government of China approved the “Government Organs and Schools Energy Conservation Action Plan” on November 28, 2016, to the government of 2019. The electricity efficiency of government agencies and schools was 4% higher than that of 2015, and the use of oil remained unchanged as the goal. We hope that with the “government-led” impact, we will gradually expand energy conservation work to the people and achieve the “all citizens’ participation” effect. In order to align with the international energy conservation strategy, the Action Plan adopts the spirit of “common goals and difference responsibility” and requires all government agencies and schools to use the Energy Usage Index (hereinafter referred to as EUI) as the floor area per square meter. The electricity consumption for the base period will be reduced to the electricity consumption required for the announcement of the EUI benchmark in 2019 as the "power saving target amount" of each unit. If the EUI in 2015 is lower than the announced benchmark, it will use less electricity. 2015 did not grow as a goal.

In order to achieve the goals set out in this plan, five energy-saving practices, including strengthening energy conservation management, intelligentizing information rooms, improving energy efficiency of equipment, implementing energy-saving measures, and expanding educational advocacy, were proposed. In addition to requesting government agencies and schools to be headed by the convenor to establish a conservation energy promotion group, and designate personnel to serve as “energy conservation managers” to implement the supervision responsibility for layered management; another specification is that before 2019, all non-energy-saving lamps, such as traditional Ferromagnetic ballasts and other fluorescent lamps need to be replaced by energy-saving lamps such as T5 or LED; in conjunction with the consolidation of the information room of the National Information Society, the newly-installed computer room should be built in a way that optimizes energy use. It will gradually install independent electricity meters to record electricity in order to achieve intelligent management purposes.

At the same time, various government agencies and schools can also make more use of energy-saving guidance resources provided by the Ministry of Economic Affairs and relevant agencies to accelerate the achievement of the objectives of the action plan. For example, the Energy Bureau has set up various types of energy-saving technology consultation and observation learning pipelines to facilitate learning and imitation of various units, and provide on-site energy-saving diagnostic services as a reference for improvement; another energy conservation performance guarantee project (ESPC) demonstration and promotion is also provided. The old air-conditioning units, lighting fixtures and other equipment will provide financial assistance for improvement; the Ministry of the Interior’s “Emergency Building Energy Saving Improvement Plan” will provide government agencies, schools and hospitals with energy-saving improvement subsidies for existing buildings; and Taipower will provide various units. Build low-voltage smart meters to enhance their own energy management capabilities.

Since 2008, government agencies and schools have followed suit to implement various energy conservation actions. The Executive Yuan approved in 2011 to implement the “four provinces” (power saving, fuel saving, water saving, and provincial paper) project plan to lead the people to establish correct With regard to energy conservation concepts and living habits, until the end of 2015, the government departments used 10.7%, 16.6%, and 22.2% of electricity, oil, and water respectively, which not only achieved the expected goals, but also outperformed all of Taiwan. Savings rate; In addition to provincial paper, the signing rate of 74.2% on the official document line is also much higher than the target set by 40% of the plan, indicating that the government departments are implementing the determination and execution power to promote energy conservation.

In addition to continuing the foundation established by the four-provincial project plans, the Ministry of Economic Affairs of Taiwan also stated that in promoting the energy conservation process, there should be the concept of “do not use the province, use it sparingly, and use it economically”, retain the elasticity of local conditions, and implement the Responsibility for supervision and supervision, joint implementation of energy-saving and fuel-saving work, as the best example for the entire people, to achieve the goal of leading and spreading non-government energy conservation.
